Brandon crews filling potholes instead of clearing snow during ‘really unusual’ winter

There’s been so little snowfall in southwestern Manitoba this winter that Brandon crews have been filling in potholes instead of plowing streets for the past month. The City of Brandon’s director of public works says this winter has been abnormal.
